Port Harcourt Refinery Scales Down Operations for Major Upgrades: A Closer Look

By Joshua Omoniyi

In a significant but temporary shift in operations, the Port Harcourt Refining Company (PHRC) announced on Sunday that it has scaled down its activities to facilitate essential upgrades at its facility. This announcement, made during a guided tour by key executives, has stirred conversations around the refinery’s capacity and future prospects.

#### The Background: A Refinery in Transition

The Port Harcourt Refinery, a pivotal player in Nigeria's oil industry, has faced numerous challenges over the years, including technical issues and a need for modernization. As the Nigerian Pipeline and Storage Company Limited's Executive Director of Operations, Moyi Maidunama, explained, the recent scaling down is part of a broader strategy to enhance the refinery's efficiency and reliability.

“It’s important to clarify that our operations haven’t completely halted,” Maidunama stated, addressing concerns from the public and stakeholders. “The reduction is necessary to address some technical issues and enhance our capacity. We are managing the process with the available resources, and we expect normal operations to resume soon.”

#### Ongoing Product Distribution

Despite the operational scale-down, Maidunama reassured stakeholders that product distribution remains uninterrupted. “We have several trucks loading refined products, and we are actively managing the distribution process,” he added. This assurance was echoed by Worlu Joel, the Terminal Manager at the Port Harcourt Depot, who confirmed that products including Premium Motor Spirit, kerosene, and diesel are still being distributed.

However, Joel expressed concern regarding the low turnout of tanker drivers, which has posed challenges in evacuating products efficiently. “We have surplus products available and operational loading arms, but we’ve had to beg tanker drivers to come and evacuate products,” he admitted. “We’ve already loaded more than ten trucks and expect to dispatch at least 15 before the day ends.”

#### Technical Upgrades: A New Era for PHRC

The upgrades at the refinery are not just cosmetic; they represent a significant overhaul of the facility. Managing Director Ibrahim Onoja highlighted the extensive changes made, stating, “We’ve carried out a massive revamp, replacing most of the equipment, including pumps, instrumentation, and cables. What we’ve done here is a significant upgrade of the facility.”

The refinery has 11 functional loading bays, although currently, only three are in use. Each bay can load three trucks in just 15 minutes. “If you give us 100 trucks today, we can evacuate them in less than five hours,” Joel confidently stated, emphasizing the facility’s potential once the upgrades are fully realized.

#### Stakeholders' Perspectives: Community and Economic Implications

As the refinery undergoes these necessary upgrades, stakeholders from various sectors have voiced their opinions. Local business owners have expressed cautious optimism, recognizing that a fully operational and efficient refinery could lead to improved fuel availability and potentially lower prices in the region.

Conversely, the reduction in operations has raised concerns among employees and local communities who rely on the refinery for their livelihoods. Many are eager for the upgrades to be completed swiftly so that normal operations can resume, thereby restoring jobs and economic activity in the area.

#### The Bigger Picture: Nigeria’s Oil Industry

The situation at the Port Harcourt Refinery reflects broader trends within Nigeria’s oil industry, which has been grappling with various challenges, including fluctuating global oil prices, infrastructure issues, and regulatory hurdles. The federal government has been focusing on revitalizing the oil sector, and the upgrades at PHRC could serve as a model for other facilities in the country.

The commitment to maintaining consistent product distribution while ensuring that ongoing improvements enhance overall operations is a testament to the refinery's dedication to its role in Nigeria's energy landscape.

#### A Call for Community Support

As the Port Harcourt Refinery navigates this transitional phase, it calls on the community and stakeholders to support its efforts. The management is optimistic that with cooperation from tanker drivers and local businesses, the refinery will overcome current challenges and emerge stronger.

“We are committed to maintaining an open line of communication with all our stakeholders,” Maidunama concluded. “Together, we can ensure that the Port Harcourt Refinery not only meets the energy demands of today but also sets the standard for future developments in Nigeria’s oil industry.”

#### Conclusion: Looking Ahead

With the promise of significant improvements on the horizon, the Port Harcourt Refining Company is poised to reclaim its position as a cornerstone of Nigeria’s oil production. As operations gradually ramp up, the hope is that the upgrades will usher in a new era of efficiency, reliability, and community engagement.

Stay tuned as we continue to monitor the developments at the Port Harcourt Refinery and their implications for the broader Nigerian oil industry.
